These sales are both from before the all-class hype started, making them invalid.
no other distinguishable sales have occurred so this should be fine
and I doubt that there is a set in stone time when the "all-class hype" first started lol
There is a set-in-stone time. May 14th. When the workshop file was updated.
Regardless, its hard to think that this hat could sell multiple times for pure (both times being higher than backpack.tf price) without this hat having some form of all class hype at the time of each trade
Also the second sale is after that date. I'm assuming Hip J had some insight to the hat going all class perhaps slightly before the steam workshop file was updated

A look at the trader that did both these trades should grant insight as to whether or not this should be considered reasonable:

He paid more because he wanted a PS soldier hat. Obviously that would qualify him as someone that intended to keep the hat; further supported by the fact that he never listed it on outpost.
With every allclass update, hip J seems to be aware slightly before they occur, as in nearly any case, the history of the items he buys to resell leads back to right before the update. Odds are he went looking for these right after he became aware of it, and paid the owner more than he paid to presuade him to sell it to him, knowing that he was unaware and knowing it would we profitable.
Needless to say, neither such sales are representative for the hat's true selling capacity after the hype actually commences.
