A mini is a recent sale showing that the outdated price of an item is still the common trading point.

So should I resuggest at 13-15?

Nah, the sale shown by Ghost Soldier can be classified as a quicksell -> ignored, if you were to use it you wouldn't need a mini though since the FR-0 is still in-date.
