In most situations, I would not be okay with this, even if the others haven't sold in years. It's not their fault that they want to keep their hat, and they shouldn't be punished for it. However, in this case, not only have they not been traded, but the sellers themselves are completely inactive. Haven't changed their bps in months and haven't put up any trade in more than a year. So in this particular case, I think it's okay.
