Very Rare at this time, an all class BLACK (because black is slimming, am I right?) and strange non-hat cosmetic, backed by the current price of ~9.20 USD on the market, I think that this should be one of the more valuable of the non-unusuals.

Yes, but none have been sold yet. There are only 22 (or 23, tf2 is slow at updating public inventories) 2 of which are on the market. This is the first base price, and I based it off of the actual steam market at http://steamcommunity.com/market/listings/440/Strange%20Breakneck%20Baggies.
