This might be one of the changes where a .33 chance is not significant enough.

Yeah, but I remember polar stating something about 0.33 changes on rather high tier items valued in ref (such as this) being too unnecessary (which is logical, or would you really see a drop from 19 to 18.66 as necessary?), especially with weak proof like this, might just be low enough though.

.33 and above is alright as a general (and not exhaustive) rule. It'll still be mod discretion in a lot of cases.

And yes, including outpost would be very useful, please do so. Saves the mods some time doing it ourselves.
