[the only proof i have, he has a lvl 200 steam account with over 80k transactions so i dont think he lies about that]

Im going with the range 46-60, tell me in the comments if i should change pricerange, but if you compare to other effects this pricerange seems fair.

This is what I'd do, get better proof of the scm sales and do 40-60, rounding 39 to 40.

$115 usd comes out to 39-46. 115/2.49(SCM key price) is roughly 46 keys, and after fees that is 39

$150 usd comes out to 51-60. 150/2.49 is roughly 60, and after fees it is 51.

I see no other sales except these 2 scm sales. That should be fine.

You are wrong. That is for paypal sales. SCM sales use the SCM value of keys at the time.
