Pricing this at 11 k

1) Check the keys ID from the 1st trade. They keys arent going to the guy who sold this hat.

2) Bubbling Grenadier is duped.

1) They probably are, just the seller hasn't loaded his backpack.tf inventory in 3 months.

2) It's VERY unlikely duping makes a difference on a hat of value that low. Historically it doesn't. And its capping at the B/O anyway.
