I have been watching. I haven't seen many for a key sell. I think that is why they are dropping.

A week unsold at 17 ref is probably worth a resuggestion.

If someone lists one for 17 refined it will be gone fast, 18 refined is more accurate. Tried to buy one for 17 ref from here the 14th and the guy declined. Pretty sure he sold for 18 refined. I don't have the listing screenshot, but here is were he declined. [url]http://imgur.com/gXy35dx[/url]

Maybe outpost has a different audience than backpack.tf. Personally I don't use outpost a lot. I am going to go ahead and offer for it because I know it's worth more. Like I said in my first post, these don't move extremely fast so you will have some outliers. 18 refined is a solid choice right now.
