You don't need individual permission to make a suggestion? Use your judgement on whether it's appropriate, if it's not then it'll get closed.
I didn't really find any individual permission I just went to check with mods about whether such suggestions were acceptable, because after the major update alot of things have strange versions and people were pricing them with SCM sales so I checked with a few mods and only Pud knew so from what I know, this should be okay if no other pure sales happen.

isn't it wlloed for certain high value items? so past suggestions which got accepted only using scm. so where is the problem

Sales on SCM are all over the place. Best to wait until this sells - http://backpack.tf/item/5000761063 - and to establish the value with an item sale.
This is an occasion where I could imagine a suggestion based on SCM sales since the lowest seller and the average sale value are pretty discrepant.
SCM shouldn't really be used as it can just crash at any time.
Also SCM doesn't really secure a stable price...

SCM Does crash, it has happened before, and don't assume that I am not "familiar" with the rules, as they have just been updated.
For example, "there has been an evident downward trend of the price of earbuds. October 2012, buds were worth 28 keys. June, 2014 - 16 keys. April, 2015? Around 7-8 keys". Just look at the bills hat and buds. They all dropped, even SCM supports the fact it crashed. People should wait and see what the items sell for FIRST, Instead of only using SCM to base their prices, as SCM differs because of QUICKSELLS.

I was explaining to you about "SCM" Does crash, but you clearly haven't had much experience with SCM, all you can do is round prices.

prices drops because people sell it less on trading then suggestions happens and that means price drops on SCM, prices of those items drops because its not so speaicl there's a lot of them and not many people want it and buds is not currency anymore as it was before

SCM does crash but, valve will fix it like almost immediately when it does so with that, it's safe to say that SCM doesn't crash. And, like I've said SCM can be used if there are no other pure sales.

True, but who/what's to say that the SCM is more "accurate" than classies? Maybe classies are the correct one and SCM sales are outliers? In the whole lifetime of the strange variant of this item, it's only sold 4-5 times.
I don't really see your point, there are no really valid classifieds sellers except the 7 days old unsold @18 which is disproving the automatically generated SCM value even more.
