It's being used as a sale in that suggestion and so can't be used in both suggestions.
but that suggestion had a bo of 150, meaning you just do 150 - the up to date hat, how i would do mini for this (the other hat had only 1 sale so i didnt knew why not just suggest it

As others have stated, you updated the Yellow Belt with Sale 3. You cannot use this sale on this suggestion. The fact that the Belt was capped at a 150 B/O is irrelevant, as it would've been worth MUCH more if not for that.
And as for sale 1, that sale was too much of a bulk sale. Considering the Brigade is about to be outdated, it should be used for that instead. The Ballcap has no mini either, so I don't know how you got 64 for that.
Neither one of these sales are useable, if you want this to be updated you should wait for more proper sales. Closing.
