You should have let ghost soldier know about the other sale and give him time to resuggest before you counter

Not really (at least in my opinion), Ghost Soldier does no research whatsoever, so I don't think others should provide the proof for him.

Salvage more like Savage

As a general rule of thumb:

If the hat is one he owns and even after corrections, the suggestion would still be a raise, then he will resuggest. If the fixing would make it a drop, he generally does not.

Is this just for ghost soldier or in general ?
