      15% would be 15.7 which is roundable to 16 anyway :D

      Jokes aside, I wasn't sure if it would be better to have an update after 2 years or keep with the 15% change rule since we also get refresher's on hats as well which is a 0% change. Figured I would put it up for mods to look over and decide since it is a very old suggestion (+ removes the range).
