He is talking about one of the rules you did not follow: sales where the hat in question represents less than 50% of the value on his side of the trade, are not valid.

And 15/42 -> 36% < 50%

The sale you are providing, no matter how correct the scientific calculation is, is not valid, because the hat you want to get priced did not represent a big enough part of the pot. More precisely, it did not represent 50% of the sale.
