The Wraith was a minor part of the deal, so a mini shouldn't be needed.
Without taking in account the Bear, the sale comes out at 171.5. It's safe to say that the Bear is at least 8.5 keys, so the sale caps at the B/O.

Problem is what can you wear with it that wouldn't clip? The Captain Space Mann is a "misc" but clips with everything. Valve needs to stop screwing with equip regions, although this is the five-man Team Fortress 2 development team that gave us the Meet Your Misery update we're talking about. Just saying...
Other than that this looks okay to me.
