Lowering based purely on b/os as anything over 11 keys is clearly out of the appropriate price range of the hat.

1 day old listing would need to mature in any case and scm buyers for any effect kinda counter this price. wouldn't be at all surprised if it quicksells

We allow drops in unusuals based on b/os alone only if the trade has been up for a significant amount of time (in this case at least 1 week) AND if the drop is by more than 15%. Unfortunately this one meets neither criteria.
