He relisted, which is equivalent to bumping, but doesn't seem like he is super active. Outpost seller is bumping regularly so can see if buyer keeps relisting and if seller sells.

bumping doesnt matter in classies as far as im aware

Ask an admin, but from what i remember from the new rules, buy orders unbumped over 2 days is not usable
