As far as i know you do need 2 sales to price a new unusual, unless it hasn't been relisted in a month. (i may be wrong though)

Thanks for your suggestion, but we currently have a policy not to set new prices for halloween unusuals based on single sales. Every suggestion on halloween 2016 hats or effects require at least two sales. All such suggestions will be closed as to avoid a clogged backlog.

For future reference, the overpay rule has been removed nearly a year ago, so you no longer need to apply that.
