If I had a 1/1 hat and I listed it on TF2Outpost for 10,000 keys, would it be worth 10,000 keys?

Answer: No.

You need sales for the pricing of new unusuals. Plus, since it's of dual quality, it can't be used to price a normal unusual neutron star brigade helm.
