This is my first suggestion, sorry if it's bad.

I bought this hat from another trader on outpost, he said he wanted 30 keys pure for the hat. That is what I gave him

I can't get any further proof because he had unboxed this and then I bought it straight from him.

I will take note of that next time, and I don't plan on reselling for a while as since I saw this effect it was my dream to get a orbiting planets soldier's stash to go along with this.
