Compared with the Potassium bonnet and Bedouin bandana this looks kinda low, but I am not certain.

I would have thought it was too early after the event to price most scream fortress 2016 unusuals. I've noticed plenty of non traders dumping unusuals cheap. I would suggest waiting until I trade mine to see whether the multiple trades on one hat are accurate or not.
