Whether a hat is duped or not doesn't matter for hats worth <30 keys.

Like the other guy said, the duped shouldn't matter if it's that low priced. The only difference at that tier is the "duplicated" tag on backpack.tf. Whether that bothers you at a low tier or not is up to you, but it shouldn't matter. Also, I read over the suggestion rules and there doesn't appear to be anything about duped items.
