Not really, either way, I feel like this is fine, realistically, keys are at 27 so this is >5% and even if it wasn't, drops that move an item from one currency to another shouldn't really be affected by the 5% "rule".
You're right and wrong here, I actually applied your logic on one of the suggestions i've accepted recently. The current refined value of keys is inaccurate, and as they're guaranteed to raise this will end up being above 5% if it's left up.
However let's say that keys were completely stable at 25.11 right now. This suggestion would be completely meaningless since it's dropping a hat to what's a mere scrap value. If we were to apply this logic to every key -> ref suggestion, it would just spark a bunch of needless suggestions to change an item's currency for what is really a minuscule value.
All that said, this should be fine for now. Accepting.
