Polar added that "rule of thumb" to the original guide, so what you are saying only applies to unusuals worth more than 30 keys.

Anyways, if duped hats don't need minis they are valued the same as clean ones, which means they can be used as proof to drop/raise. I have done that plenty of times.

this rule is about pricing unusuals, which were sold for duped hats. if something were sold for ~25 keys duped hat = 25 keys is fine to price it. but if ~25 keys duped hat were sold for 20 keys, you cant drop value of this hat to 20 keys,because you cant drop price of clean hat using sales of duped version of that hat

No need to use bolded text. I repeat, if a duped hat doesn't need a mini it's because it's worth (almost) the same as a clean one. If it's worth the same as a clean one, it can be used to price a clean one (raise or drop).

Just take a look at other low-tier hats and you will see that many of them were dropped using dupes.
