1x seller at 12.66, however there are 3 buyers at 12.77 so I prefer 12.77 flat.

Not anymore, it depends on how accurate the suggested price is, for example: if the item is currently valued at 14.66 and there are buyers @15, but sellers start at 1 key, the change won't be accepted as a bigger raise is necessary, on the other hand, the same change with quite a few sellers @15.11 will be accepted as 15 will probably be fairly accurate.
I feel like this particular suggestion is fine as the valid sellers start very close to the suggested price.
Salvage MVP
Yeah, for me that's really the thing. These are left to mod discretion and other mods may feel differently, but if the suggestion closes down the buyer-seller gap, then I think the suggestion is where it's supposed to be. My problem is with suggestions where the lowest seller is 14 ref. Current price is 10 ref. And new suggestion is 10.33 ref based on 1 buyer. Those are suggestions I close because they aren't really any better.
