This would bring the total value to 82, however, the B/O was 70: http://www.tf2outpost.com/trade/28561121

So, the sale is capped at 70. The 12 keys of overpay should mitigate some of the uncertainty around the Mancer's price, as it would need to have fallen below 38 (unlikely) for the Merryweather sale not to cap at 70.

So a basic refresh @ 70 Would do here?

Yes, and you check their Outpost advertisement and find if they listed a B/O there. You have to do this for every sale you use.
