New owner does not appear to be reselling and has already painted it lime as I made this suggestion. This should be fine
People often claim a quicksale while it's withing the price listing.
Just because one person sold his item within the price range and called is a QS doesn't merit a 9 key increase.
If I sold a taunt for 200 keys and called it a QS but the price was 190-210 keys that wouldn't merit a 20-30% price increase.
No, please learn how to make price suggestions. Your lack of knowledge shows in suggestions like this:

Quicksells are not always determined of backpack.tf price. Since the tough guys toque sold for 26 keys pure a day after listing, its fair to classify 17 as a quicksell here.
Since the new owner is NOT reselling, this suggestion is fine.
Fast sales can also just be lucky sales, though. However, seeing the bigger picture here - how fast it sold for 17 and how fast it was flipped for 26 - makes me agree that this is definitely better here.
