Not really, all price change matters, 1 scrap might not matter to you but it matters to other people :P

Refer to bp.tf rules, at least a 5% or reclaimed change.

The reason this 5% change rule is in effect is because a) mods want to avoid floods of 1 scrap suggestions and b) there will always be buyers/sellers buying/selling for 1 or 2 scrap more/less than backpack.tf price, which deems constantly changing it unnecessary.
