If you look at the item history you can see an other sale, 21 key I think but I'm not sure, try to add the new owner and ask him :) You will be able to make a 19 - 21 range after this I think :)
That's out of date (sale happened more than 3 months ago). This is the only sale in that history
New sale happened just yesterday :P The sale Beaser is showing is the previous :) You can look and compare in the last owner backpack :)

What i meant: its still 19 keys, you said it was 21 so i said 2 were not used...
There were only 19 keys involved in the trade for the unusual
When I said 21 I removed only 1 key to be sure of the price, so 20 is correct :) And maybe 21 is correct too, we just have to ask the owner to be sure ^^
I paid it for 19 keys, i used the other 3 to unbox
