if you have buyers and sales at 21.11, then why suggest at 21?

For a 21 refined item, it really doesn't matter that much if it's priced at 21 or 21.11. Prices are estimates and those two are basically the same.

But if I suggested 21.11 it wouldn't matter, even if there are more buyers at 21 ref?

Generally you should suggest at the price point of the highest valid buyer or your sales, but in this case the difference is negligible so there is no need to resuggest

It's a 1 scrap difference on a 21 refined item. It doesn't matter.

We are after the most common trade point on items. Please keep that in mind above all else. I can guarantee that 21.11 ref is not going to be the most commonly traded value for any item.
