Can someone please explain or send me rules on how you take an unsold price of 85 keys and that's the new price? How can you price something if it hasn't sold? What kind of logic is that
If there are no recent sales, then you can use an unsold to drop the price as long as it is a 15% change or more.
Depending on the price of the unusual, this is how long you have to wait for it to be unsold.

That's a very good question and I'm glad you asked.
The logic is if it can't sell for a long time at a price under current, current price is too high.
I don't disagree with your statement, but it seems like a month is a little premature. In the current tf2 economy not a lot of hats over 90-100+ keys sell quickly in a pure key aspect. Unless it is a marginal quicksale such as a 92 key unusual for 62 keys. Disregard hyped/all class/misc etc.
Well to be fair, a month is a long ass time. I think it's a sufficient enough time for 90k-100k unusuals. If you argued god tiers, that's a different discussion in its self.

The values here aspire to display pure values. While I agree that updating based on sellers is often premature in my eyes, the fact that hats dont sell for pure quickly is not the reason for that (in most cases). If a hat cannot sell for 85 keys for prolonged amounts of time, then that indicates that 100 pure is not really a proper representation of the value.
I usually prefer to use sales to update hats rather than sellers. The only sale we have here (the untracable one) is undoubtedly going to be a sale to a quickbuying order (i.e even lower than the suggested value).
In most cases, we leave suggestions like these up for a while to see if they will sell. If they do not, then this will be fine as it is.

It's been unsold for 2 months and no sales have occured since the suggestion, this should be fine.
