You are mistaken, yes. Unusuals don't need to change a certain amount - as long as the update is needed it is okay.

What you are saying is accurate, but it seems your interpretation of it is off. We require changes to be >15% unless it's a refresh. Refresh is valid on any item priced more than 2 months ago. This was priced a year ago, so this counts as a refresh.
I also brought one of these for a Pro Ks Aussie Sniper Rifle
