Of the ones you linked, only http://backpack.tf/item/152275911 and possibly http://backpack.tf/item/130544489 are non lvl 1/7 or duped. That being said I honestly can't remember if level 1/7 officially matters for Max Heads, and a drop is definitely needed just the actual proof given here seems weak imo.

In terms of level when did levels really matter unless it's a special one or whatever in terms of proof I think this is fine here but will need a bigger drop anyways from the looks of it
