Excluding 22 because it is close to the buyers, there are multiple pure sales at 25, and it involved tons of random items.

With this many sales at 25 and 26 in pure or close to pure, I'd say that the sale should be an outlier even if it was properly usable. Sales of bulky nature (i.e where a lot was added to the hat you're trying to price for something bigger) are often not suitable to price one of the lower tier pieces of the trade, so the sale is probably better off not being used here either way.
