Well if someone overpays like hell and then dumps it on scraptf then its usually an indication he considered the purchase a mistake for whatever reason; sales like that are rarely ever a good indication of a hat's value

Well he dumped it to scrap right after suggestion was created. He can just wait when suggestion got accepted and dump his unusual to scrap for more. I Dont think that he made mistake by huge overpaying, he wanted the hat, but then he needed money irl so he qsold it to scrap and sold keys for cash next day. Also gbh recently priced at 130, almost same effect, but it doesnt matter here.
