Yes, there is a person wanting to buy this hat for 9 keys on classified, but that would probably be because this item has no price yet, and anyone could offer any amount for it. (he's also quickbuying..)
Scrap.tf price is unknown for me, the unusual haven't showed up and idk what they offer.
I did not pay pure for this item, the person who sold this unusual hat "overpayed" for one of my items, the item i sold is 12 keys (from bp.tf price, a strange pro ks rocket launcher.) Hmm , you've put in effort but you should have put in a bit more , for unusuals you need sales to price them , people could ask 150 keys for it , but would it sell ? sales > asking price , it seems you traded for your unusual you could try putting that you paid in instead.
So to Put it in a simple way
1)You need Sales to price an unusual ( you can post a screenshot of your trade history and show the effects )
2) You told there is a seller at 16 , why is it not in your range ? ( not like it would be valid , just curious , as to where 18-20 came from as you only talked about 16 key seller and steam market seller at 25 keys
3)For now you should just close this , and look for sales before a mod closes it ( they give enough time in general to close it )

I wouldn't say I payed for it. I got it as an offer for one of my items (He "overpayed", depends how much you count for this unusual", The person claimed this unusual was around 12 keys. Since on the market the lowest effect right now sells for around 25$, making it 10 keys. But again, the lowest price of this certain effect is 60$ (that's what i could find at least). I also doubt the person who i traded with knew the "exact" price of this unusual.
regardless of what he valued it at , you have to tell what you actually paid for it ,basically what the trade was for , as per what i could find its mainly a 1:1 for rocket launcher http://backpack.tf/profiles/76561198157928445#!/compare/1491350400/1491436800 with sellers at roughly 11 keys , you should do a suggestion around that with the other sales that have taken place ( many more sales exist ), but yea this one has to be closed.
