The history of the key does not match in sale 2. I think that that was an 1:1 (unless I missed something here)
You should not cap a sale at a current seller. They're two different data points. Especially if it is a really young seller, it makes no sense capping everything at that value.
I would wait for 10 to sell and go 10-11 when it does in this case.
Well there are sellers at 9 now. Technically this could have been 9-11 with that, but the average remains the same. Accepting as is
