I bought the hat on the steam market for £33. 33 pounds in US $ is around 42$. the price given is a discount for the price I paid for it, 17 - 18 keys = 35$

You can probably buy keys on the Mann Co store for less than that. Might be enough to make it 17.

EDIT: 1.99 pounds each on the Mann Co Store. makes it 16.75 keys -> 17

Sale is almost going out of date. Calling this close enough and accepting. 17 vs 17-18 is not a big deal
