All other sellers above 12 refined. Considering the 2(3?) unsolds for 12 refined, and the easy availability of multiple at this price, I'm not including anything above 12 ref in the range. Suggesting at 12 ref rather than 11.88 because it's a nice round number, the sellers at 11.88 haven't matured yet, and the price is not entirely stable so suggesting at 11.88 would provide false accuracy. Buyers are at 11.44, supporting this raise.
