There's no reason not to change it, he's just fixing an incorrect sale. This should be fine.

Also fairly certain there was a rule stating it needs to be at least 15% change.

If you are adding sales to a suggestion, sure. He isn't adding any new sales, he's just fixing one.

That's less than half of the price of this item and more than a key change where it would matter. On a 20+ key hat it's not necessary

The sales in the example I showed you were incorrect, and they got fixed. This situation is no different to that one. The value of the item shouldn't matter at all, they're simply correcting the sale.
