Let's hope my first suggestion works right and looks good.
Recommendation: 13 ref
If you want more evidence than backpack.tf prices right now, http://bazaar.tf/trade/1525101 is a two-month-old trade that has the same value, and which obviously sold at some point since it's no longer in their backpack. Also, the going rate for Australium Gold on the Steam Marketplace as I type this is around $1.03 (plus or minus a few cents, though usually more plus), which is roughly equal to 13.5 - 14 ref at $0.075 per, and even though that is more expensive than backpack.tf that sells roughly one every 20 minutes on average which is, if anything, evidence that the price should be higher. (Although it doesn't say so, all the ones selling so cheaply on SCM are uncraftable. So this suggestion is applicable.)
To be honest, I think this is just increasing in price because ref is depreciating as its supply grows. But there's no reason to not keep the value up to date for such things; it just means we have to be more attentive to the price and every so often, try to change it to more closely align with its valuation by the community. Like I'm doing!
