The 5% rule on equates to Non-Unusual suggestions. This is an unusual suggestion where you find the common point whether that's <5% or >5% it doesn't matter here.

Oh, thanks for pointing that out. Just saw suggestion for houwar what was not enough to lower price. Higher priced unique items should allow under 5% raise too then?

Well it depends on the amount of proof. Usually mods look for ~5% but there can be exceptions. Normally 1 Key changes under 5% are passed (Things like Australiums). As the houwar is so expensive a change ~5% with enough proof should go through.
