The vouchers are dropping a bit slower than I expected

Why the hell were these at 18 in the first place? They're so useless compared to the tour of duty tickets and still cost more.

There was a single buyer who bought hundreds of vouchers above the market price, and everytime a suggestion to raise the price has been accepted, the buyer raised his price, up to 28(!) refined. Once the buyer stopped buying at high price, the vouchers' price went down
