Sold with less than half a key in sweets for a Terror-Watt Tricorne (14.5 at the time). Used in the other suggestion. Excluded there because it was too low, so it shall be excluded here as well.

These are the only two recent valid sales, going with 11 flat. I found a third sale. It is outdated, but it is at 13.5 keys, meaning that 14 is probably not an outlier.

Sold for 7 keys pure + three tour of duty tickets + 2 keyless crates + 2.5 keys in hats = 13.5 keys. It is outdated, but it supports the second sale enough for me to use it.
