This hat has had a very inconsistent market.

The gap between sellers and buyers has closed due to competition among the sellers.

However, in addition to the sales you've provided, there are four newer sales on Marketplace: https://marketplace.tf/items/539;5;u58 - $65 once (32 keys) and $67 three times (33 keys)

The cash market being out of sync with the market in general happens often enough, but this is a pretty extreme example. At any rate, with this many sales at 33, it should be included in the range.

I would go with 25-33 here, omitting only 24 due to multiple current buyers that counter that value, and including everything else. The sales and sellers are very contradictory, but I don't think anything else should be left out and they produce an average much better than current.
