We asked Jacob if Sparta had a buy order but that was not the case (at the time of asking), so no hidden buy orders. No other signs either that 28 keys is low. Given how most low/mid tier 1st/2nd gens are around 25-30 keys I think this is appropriate. Going with 28 keys.
