There should always be enough evidence to back up the new proposed value.
However, it appears that the evidence is not strong enough, or cherry-picked
in a way that does not represent the actual market value of the item.

Sales are quicksales & low-end is countered by buyers

Both of these sales are actual quicksells, which took hours, or even less than that (and the first was for 12 pure moreover). There are buyers at 12 paying keys, as well as buyers for more on SCM as Kostek points out. The outdated price was from before this hat was all-class, so I would definitely not expect a drop here. This will need to wait for usable sales before it gets an update.
