So clearly that sale is going to need to be used for the translator, however implying it weren't used there, we'd have a sale at either 28 keys, or 21 keys for the casemaker(implying whether 34 is an outlier or not). I think that's reason alone to call 38 an outlier. Cut the low and high sales(~21-28 / 38), and go with the medium sales(30-33). The suggested range on the other suggestion will be fine.
