Not necessarily.

Here shows a Max Head (19 at the time of the trade) + Rancho Relaxo (0.6) = 20 keys.

However, B/O is 19 keys so it's going to get a small cap anyways.

Only other sale is a tf2mart sale for a Cloud 9 Hive Minder and possible sweets that would support this. Upvote.
