correct me if i'm wrong, a hat has to be 1 month unsold on scrap.tf, besides being outdated on bp.tf to be suggested..?

It has to be outdated and it has to be unsold on Scrap.tf for a month before you can drop it. It also must be a 15% drop or greater.
Yes if there are no other sales. Can't drop with dupes unless the cleans ones users are inactive.
yes. But you also need to look if there are other sales. And the hat must be clean. ( the one on scrap) Or otherwise you can't lower it
