Sale 2 is probably closer to 20 keys. The Strange FN Woodland RL has sales around 13-14 keys.

The regular KS one has a sale at ~16 keys, but that's most likely an outlier since the kit is worth less than a key.

19-20 should be ok.
I went with 12 due to a seller on the non-killstreak version at 12:

With rocket launcher kits at less than a key, should i take it as 13 and go with 19 flat?
